Powhatan State Park was the vision of many in the Powhatan County community and several members of the general assembly. In 2003, 1,564 acres were transferred from the Department of Juvenile Justice to the Department of Conservation and Recreation for the development of a park. It would fill a need in the central Virginia area for a state park with access to the James River and with day and overnight facilities. So far, phase I of the park's master plan, written in 2007, is done.

The park has about 2.5 miles of James River waterfront accessible by a canoe slide launch at the end of River Launch Rd. within the park. Boats launched from boat trailers are not permitted on the slide. (A Department of Game and Inland Fisheries boat launch at Maidens off route 522 just north of the park allows such access.) Fishing access to the river bank is limited because of high bluffs, but easier access is being worked on.

The Powhatan State Park on the Historic James offers 7 miles of hiking and biking trails, 2 miles of hiking trails, primitive campground, picnic shelters, a children's playground, restrooms and a put-in for paddlers. The park has diverse wildlife habitat, from open fields to upland hardwood forests. Other amenities, including a canoe-in campground, multi-use trails and wildlife observation areas, are being developed.

Bridle trails are being developed but are not yet available. Because of traffic concerns regarding the Maidens Rd. and Old River Trail intersection, RVs and horse trailers are prohibited at the park. Work is underway with VDOT to improve the intersection.
